During the 60s, New York was declining as port and shipping center. Lower Manhattan was deteriorating with small rundown office buildings, old abandoned piers and distinctly on the path towards bankruptcy. Nelson Rockefeller, the then Governor of the New York State along with Dave Rockefeller, President of the Chase Manhattan Bank were determined to change and revitalize the city. Realizing that a new office complex in the lower Manhattan would bring life and business to the aged business district, they raised a 60 story, 813 feet International style tower at the corner of Liberty and Nassau as the new headquarters of Chase Manhattan Bank in 1961. The next step in the practical solution to save Manhattan, was to convince the New York - New Jersey Port Authority to build a 110 story Twin Towers.
